Your friend might consider taking a recourse against them by making an official complain to their embassy here.

Recently, there were a few cases of the immigration officers there abusing their power. One S'porean even wrote to the Strait Times forum about his encounter there.

In the end the immigration officers were suspended.

Your friend might not get back the cash but at least, those rogue police officers will be suspended for investigation.

Just my 2 cents view.
